在香港這一個現實社會內, 任何事都講求利益成本, 就連追求夢想也要政府的審批, 並跟據夢想能否為社會帶來利益做準則, 從而派發追夢證, 一但不獲審批者一生只能都擔任政府指定的工作。在面對不合理的政策底下, 一班自"林夕"的份子卻堅持追尋自己夢想而被視為不法份子。 男主角在申請不獲審批後, 在街上遇然一名"林夕" 到底男主角會作出怎樣的選擇?
